After all, the Gardeners' favorite pastime is to behead members of the council 'for the benefit of the revolution' – so Goss prefers to keep a low profile. He fears that his government could be decapitated, in every meaning of the word. But if we give him something to sink his teeth into, he might decide to go after the Gardeners after all.
