Tax Collection in State Currency

Provides additional BP each week, depending on the taxation level, when any Minting Coin projects are completed and the Mint is built in the capital. Public Works will not bring any additional BP, but low taxes will provide 1 additional BP per week, normal taxes will provide 3 additional BP per week, and heavy taxes will provide 5 additional BP per week.
