Transition of Power: Culture

The Counselor is assisting the Curator with the matters of Culture. While active, event resolution uses 10 instead of the sum of the Curator's ability bonus plus the bonus from the Culture stat rank. Transition of Power: Culture will end upon reaching Culture rank III.
